Veteran Confirmation API

Confirms Veteran status without revealing PII. Send a Veteran's name, date of birth, SSN, and gender; receive a simple confirmed/not_confirmed response. Powers Veteran-discount and Veteran-status checks for retail and SaaS integrators.
