Verified live, returning a valid Identify response ("Tohoku University Repository（TOUR）", protocol version 2.0). Supports oai_dc (Dublin Core), JPCOAR (1.0/2.0), DDI 2.5, and IEEE LOM metadata formats via standard verbs (Identify, ListMetadataFormats, ListRecords, GetRecord, ListSets, ListIdentifiers).
