Mastra CLI

The mastra CLI scaffolds projects (`npm create mastra`), runs the local dev server with hot reload, opens the Studio playground, generates types, runs migrations on memory stores, deploys to Mastra Cloud, and runs evals. Installable as @mastra/cli.
